- Provide counsel to tribal governments on transportation issues to enhance self-government capacity, improve infrastructure for economic development and provide for safe reliable transportation for Indian communities.
- Advocate on behalf of tribes for Indian Reservation Roads (IRR) program rulemaking and draft comments on proposed IRR rules.
- Participate in National Congress of American Indians (NCAI) workgroup and lawyer-lobbyist team to advocate greater authority for tribal governments for the reauthorization of transportation legislation including SAFETEA-LU.
- Negotiate IRR program agreements for tribes under the ISDEAA.
- Advise tribes on the legal and regulatory responsibilities in carrying out IRR program agreements.
- Advise tribes on the applicability of Tribal Employment Rights Ordinances (TERO) and Indian and tribal preference in employment and procurement.
- Provide advice on insurance and bonding requirements for construction projects.
- Provide advice and training for tribal staff on implementation of transportation programs including monitoring and oversight duties, procurement and environmental responsibilities.
- Provide counsel for tribal governments in negotiating collaborative project agreements with the federal government.
- Provide policy briefings and advocacy for various organizations including NCAI, Intertribal Transportation Association (ITA); United South and Eastern Tribes (USET) and the Alaska Tribal Transportation Working Group.
