On August 18, 2026, we will be joining NCAI to host a webinar on the bipartisan Tribal Emergency Response Resources (TERRA) Act (H.R.3654). The webinar will be held from 2:00-3:00 PM ET and will feature Chairman Quintin Swanson (Shoalwater Bay Indian Tribe), Vivian Korthuis (CEO, Association of Village Council Presidents), and Olga Symeonoglou (Attorney, Hobbs, Straus, Dean & Walker, LLP).
Speakers will provide an overview of the TERRA Act, discuss its current status in Congress, and explain how the legislation would help Tribal Nations better prepare for, respond to, and recover from natural disasters by streamlining access to federal resources and reducing administrative barriers. The webinar will also explore how the bill supports Tribal self-determination through community-driven planning and will conclude with a live question-and-answer session.
The TERRA Act is a bipartisan bill that would establish a central coordinating hub within the Department of the Interior to help Tribal Nations navigate federal disaster assistance programs and combine resources from multiple federal agencies into a single Tribal plan. By reducing duplicative requirements and improving coordination, the legislation aims to make federal assistance more accessible and enable Tribes to implement disaster preparedness, response, and recovery projects more efficiently.
