On June 4, 2026, the Indian Health Service (IHS) posted two new grant opportunities related to Tribal Self-Governance. First, IHS announced the Tribal Self-Governance Planning Cooperative Agreement Program grant, with a deadline of August 3, 2026 (link here). The IHS will make three awards of up to $180,000 each. The program is intended to provide resources to Tribes interested in entering the Tribal Self-Governance Program, as well as existing Self-Governance Tribes seeking to assume new or expanded Programs, Services, Functions, and Activities (PSFAs).
Second, the IHS announced the Tribal Self-Governance Negotiation Cooperative Agreement Program, which also has a deadline of August 3, 2026 (link here). The IHS will make three awards of up to $84,000 each. The purpose of this funding opportunity is to help Tribes defray costs associated with preparing for and participating in Tribal Self-Governance Program negotiations. Tribes must complete a planning phase before entering negotiations; however, receipt of a Planning Cooperative Agreement is not a prerequisite for applying to or receiving a Negotiation Cooperative Agreement.
