On May 19, 2026, the House Appropriations Committee released a draft of the FY 2027 Interior-Environment Appropriations bill. The draft bill indicates a top-line funding figure that is $575 million below the FY 2026 enacted level (PL 119-74). The bill remains an early step in the FY 2027 appropriations process, but it largely rejects many of the proposed reductions to Tribal programs included in the President’s FY 2027 Budget Request.
Bureau of Indian Affairs (BIA). The House bill provides $3.21 billion for BIA, which is $721.4 million, or 29%, above FY26 enacted levels. This includes nearly $2.27 billion for Operation of Indian Programs. The bill largely preserves core BIA program areas, including Tribal Government, Human Services, Trust Natural Resources Management, Trust Real Estate Services, Community and Economic Development, and Executive Direction and Administrative Services. The bill also provides full funding for contract support costs (CSC) and section 105(l) leases.
Bureau of Indian Education (BIE). The bill provides $1.55 billion for BIE, which is $181.6 million, or 13.3%, above FY 26 enacted levels. This includes $1.243 billion for Operation of Indian Education Programs. The $304.7 million for Education Construction would maintain support for school construction as opposed to the significant reductions proposed in the President’s Budget.
Indian Health Service (IHS). The House bill would provide $8.7 billion for IHS, a figure that includes prior year advance appropriations and is an increase of $640 million above the enacted level. It also would provide $6.1 billion in FY 2028 advance appropriations. As with BIA, the bill provides full funding for CSC and section 105(l) leases. The bill includes increases for Purchased/Referred Care and Environmental Health and Facilities Support, though it reduces funding for PATH Electronic Health Record Modernization below FY 2026 enacted levels.
Department of Housing and Urban Development (HUD). Separately, House appropriators released the Transportation-HUD appropriations bill. It provides $1.4 billion for Native American programs, an increase of $46 million from prior year enacted levels.
