On February 19, 2015, the Treasury Department, via the attached Dear Tribal Leader Letter, published the charter for the U.S. Department of the Treasury Tribal Advisory Committee (TTAC) and requested nominations to the same. The charter and solicitation for nominations will also be published in the FEDERAL REGISTER. Nominations are due by April 28, 2015.
About the TTAC. The formation of the TTAC to advise the Secretary of Treasury on matters relating to the taxation of Indians, and particularly to develop training and education for Internal Revenue Service field agents, is required by the Tribal General Welfare Exclusion Act (TGWEA, PL 113-168). See our General Memorandum 14-079 of October 6, 2014. The charter states that the TTAC is established in accordance with and shall operate pursuant to the Federal Advisory Committee Act (FACA).
Request for Nominations. As required by the TGWEA, the TTAC will be composed of seven members. The Chair and Ranking Member of the House Way and Means Committee will each appoint one member as will the Chair and Ranking Member of the Senate Finance Committee. The Treasury Secretary is to appoint the final three members. Candidates for appointment by the Treasury Secretary are invited to submit an appropriately detailed resume and a cover letter that describes the applicant’s reason for applying and qualifications to tribal.consult@treasury.gov, with a subject line “Treasury Tribal Advisory Committee member recommendation/application.” At a meeting prior to the release of the TTAC charter, Deputy Assistant Secretary for Policy Coordination Elaine Buckberg explained that Treasury would be requesting TTAC nominations from tribal leaders and tribal organizations. As part of the nominations process, she suggested that tribes and tribal organizations offer their perspectives on the criteria and considerations that should be taken into account for the TTAC selection process, including comments as to how representation on the TTAC should be balanced by geography and/or other characteristics.
