Treasury Tribal Consultation on Notice of Proposed Rulemaking entitled “Anti-Money Laundering and Countering the Financing of Terrorism Program”

On April 13, 2026, the Department of Treasury (Treasury) issued a Dear Tribal Leader Letter (DTLL) announcing a Tribal consultation on the recently released Notice of Proposed Rulemaking (NPRM)  entitled, “Anti-Money Laundering and Countering the Financing of Terrorism Programs” issued by Treasury’s Financial Crimes Enforcement Network (FinCEN).

The NRPM proposes revisions that would amend requirements for the anti-money laundering and countering the financing of terrorism (AML/CFT) programs maintained by casinos and other financial institutions that may be owned by Tribal governments.

The consultation is scheduled for May 12 at 1:00 p.m. ET.  Treasury requests assistance from Tribal leaders, or their designees, in addressing five core questions regarding the proposed rule. These questions are included in the DTLL.

In addition to the consultation session, Treasury is accepting written or electronic comments. The deadline for submitting written comments is June 12, 2026, at 11:59 p.m. Alaska Time. Written comments should be sent to tribal.consult@treasury.gov.
