Cynthia M. Ferguson

Government Relations Advisor

Cyndi M. Ferguson joined Hobbs Straus in January 2026 as a Government Relations Advisor in the Portland, OR office. Before joining the firm, Cyndi worked at SENSE Incorporated in Washington, DC for fifteen years as a Self-Governance Specialist/Policy Advisor. Prior to that role, she worked for over twenty years as the Self-Governance Coordinator and Director of Governmental Affairs for the Jamestown S’Klallam Tribe in Washington State.

She has extensive experience working with Tribes and Tribal organizations in the management and implementation of Tribal Self-Governance, including negotiation of Agreements in the Bureau of Indian Affairs (BIA) and the Indian Health Service (IHS). She has been instrumental in the development of several major legislative initiatives, including amendments to the Indian Self-Determination and Education Assistance Act (ISDEAA). She serves as the project lead for the Tribal Self-Governance Advisory Committee’s Affordable Care Act/Indian Health Care Improvement Act Implementation Project. She has previously participated on several Tribal/Federal workgroups and served as Facilitator for the National Indian Health Board–Medicare and Medicaid Policy Committee (MMPC).

Outside the office, Cyndi is an avid reader, traveler, sports fan, and loves spending time outdoors hiking and biking.
