Congress has approved and sent to the President for an expected signature a Continuing Resolution (CR) that will provide FY 2012 funding for federal departments and agencies through December 16, 2011. The previous CR expires November 18.
The CR provision was attached to HR 2112 which combines and provides full year FY 2012 funding for three appropriations bills: 1) Agriculture, Rural Development, Food and Drug Administration and Related Agencies; 2) Commerce-Justice-Science, and Related Agencies; and ) Transportation-Housing and Urban Development, and Related Agencies. We will report separately on selected portions of HR 2112.
The CR will provide funding, in most cases, at the pro-rata FY 2011 funding level minus 1.5 percent, for the remaining nine appropriations bills:
• Defense
• Energy and Water Development
• Financial Services and General Government
• Homeland Security
• Interior, Environment, and Related Agencies
• Labor-Health and Human Services-Education, and Related Agencies
• Legislative Branch
• Military Construction-Veterans Affairs, and Related Agencies
• State-Foreign Operations
The House approved HR 2112 by a vote of 298 to 121 and the Senate by a vote of 70 to 30.
Expectations are for the above-listed appropriations bills to be combined into an omnibus spending measure no later than December 13, thus allowing time for review and a vote by December 16 when the new CR will expire.
