On August 15, 2011, the Bureau of Indian Affairs issued a Request for Proposals (RFP) for the Tribal Climate Change Grant Program. The announcement was made in a “Dear Tribal Leader” letter which indicates that this is a competitive grant program open to Tribes and inter-tribal organizations. The total amount of FY 2011 funding is $319,000. The deadline for responding to the RFP is September 2, 2011.
We have attached a copy of the “Dear Tribal Leader” letter and the RFP, which includes two attachments. The emphasis of this program is on adaptation to climate change, not strategies to reduce emissions of greenhouse gases. The RFP explains that there are three categories that will be considered for funding:
(1) Participation in landscape conservation cooperatives (grants of up to $10,000 each)
(2) Development of vulnerability assessments/action plans (grants of up to $50,000 each)
(3) Participation in climate change workshops and other related meetings (grants of up to $2,000 each)
Attachment 1 explains what is required in project proposals. Attachment 2 explains the criteria that will be used in selecting the proposals that will be funded. This attachment also elaborates somewhat on what the BIA has in mind for the three categories of grants.
