Advocate on behalf of tribes for Indian Reservation Roads (IRR) program rulemaking and draft comments on proposed IRR rules.
Participate in National Congress of American Indians (NCAI) workgroup and lawyer-lobbyist team to advocate greater authority for tribal governments for the reauthorization of transportation legislation including SAFETEA-LU.
Negotiate IRR program agreements for tribes under the ISDEAA.
Advise tribes on the legal and regulatory responsibilities in carrying out IRR program agreements.
Advise tribes on the applicability of Tribal Employment Rights Ordinances (TERO) and Indian and tribal preference in employment and procurement.
Provide advice on insurance and bonding requirements for construction projects.
Provide advice and training for tribal staff on implementation of transportation programs including monitoring and oversight duties, procurement and environmental responsibilities.
Provide counsel for tribal governments in negotiating collaborative project agreements with the federal government.
Provide policy briefings and advocacy for various organizations including NCAI, Intertribal Transportation Association (ITA); United South and Eastern Tribes (USET) and the Alaska Tribal Transportation Working Group.
