Hobbs Straus litigated a case establishing the right of a tribal organization to contract under Public Law 93-638 in a service area that was not a "reservation" in Rapid City Indian Health Board v. IHS, IBIA No. 97-100-A.

Law Enforcement

  • Provide counsel to tribes on the extent of tribal jurisdiction over on-reservation law enforcement activities, their right to enter into self-determination and self-governance agreements to manage tribal police departments and tribal courts.
  • Advise tribes on obtaining financial support for staffing and for construction and repair of law enforcement facilities.
  • Advise on legal issues which may arise in connection with tribal administration of law enforcement programs.
  • Provide analysis and advocacy on legislation to bring to the attention of the Congress the serious law enforcement deficiencies in Indian Country and in seeking increased appropriations to address these deficiencies.
